     Stupidity is an international problem,
and now appears to be the policy of the Chinese police.

     As was explained in a previous email,
never fire a warning shot, never shoot to wound.
     The commonly accepted standard in the United States
for presentation from the holster to the target is
1.5 seconds (for a trained individual).  Think
about what it means to impose a 1.2 second standard
on the police recruit in training.
